Is the European Commission right to pursue a 6.8 per cent EU Budget increase for 2013, at a time when member states are suffering from austerity cuts?

It is insane to increase costs on current administration when they should be cutting them by 30 per cent at this time severe financial difficulty. Clearly they are unaware of what is going to happen and what is happening completely outside their area of competence.
